Message from the CVO


Vigilance is an integral part of ensuring good governance in the organization and rightly the motto of the department is "Vigilance for Corporate Excellence". Adopting an approach that’s a blend of proactive, preventive, participatory & punitive vigilance, our constant endeavour is to promote improvement in internal systems, processes and practices.

We believe that with best practices, adequate controls, marked accountability and complete transparency, the decisions taken will be efficient, effective and consistent, leading to Corporate Excellence. Our aim here in Vigilance department is to enroll each and every employee in this concept so that their thoughts and actions are in total harmony with Corporation’s overall vision.

Vigilance administration in BPCL is being supervised by the Chief Vigilance Officer as per the mandate given by the Ministry of Petroleum and Natural Gas and Central Vigilance Commission. CVO is assisted by GM (Vigilance) and an alert team of Vigilance officials.

The CVO, being an advisor to C&MD on vigilance matters, provides advice and suggestions to management to bring about qualitative improvement in the functioning of the company. CVO also acts as a link between the corporation and Central Vigilance Commission (CVC), Ministry of Petroleum & Natural Gas (MOP&NG), Central Bureau of Investigation (CBI) etc. on all Vigilance matters.

The major work of Vigilance department comprise Preventive Vigilance activities like collection of intelligence about corrupt practices committed or likely to be committed, surprise inspections, study of systems & procedures, scrutiny of property returns, identification of sensitive posts, vigilance clearance for sensitive assignments, promotions, organizing seminars & programs etc.

Preventive Vigilance also involves outlining of factors like susceptibility, sensitivity and visibility of all involved processes & subject these to a system of continuous & consistent appraisal, throwing up regular alarms & cautions for any abnormal indications to alert system operators, while maintaining an indelible & easily traceable log of all activities and interventions for future studies.

Vigilance department also ensures timely completion of disciplinary proceedings, co-ordination with Central Vigilance Commission, MOP&NG, CBI and other central agencies. Department also has to ensure that the organization has adequate checks and balances to minimize any possibility of corrupt practices.
